The Aye-voters failed to change the Clause 109 of the Anti-terrorism, Crime and Security Bill from:
[A]n authorised Minister may ... make provision for ... implementing any obligation of the United Kingdom ... arising ... under any third pillar measure [the third pillar is the EU agreement to cooperate in fields of justice and home affairs in the Treaty of Maastricht]
to:
[A]n authorised Minister may not ... make provision except for ... implementing any obligation of the United Kingdom ... arising from the 2001 Framework Decision of the European Union on combating terrorism
among other adjustments.
