The issue in this division was whether to put forward a new clause for the Finance Bill, which enacts the Budget provisions. The new clause was proposed by the Conservative front bench and would have lifted the requirements for administrators of estates which are not liable for Inheritance Tax to report to the Inland Revenue on the size of those estates.
