The lords who were Content failed to remove the word "convenient" from paragraph 1(3)(a) of the Identity Card Bill where it says:
The statutory purposes [of the National Identity Register] are to facilitate... (a) a convenient method for such individuals to prove registrable facts about themselves to others; and (b) ... [a] reliable method for registrable facts about such individuals to be ascertained or verified wherever that is necessary in the public interest.
