Lord Donoughue voted with the majority (Not-Content).

The majority Not Contents defeated a call for a review of ongoing closures of special schools (for special needs children). If the amendment had been passed, a further amendment would have been voted on calling for a moratorium on the closing of special schools until after the review had been completed.
