Lord Davies of Oldham voted with the majority (Teller for the Not-Contents).
The majority Not Contents defeated an attempt to make an explicit duty on local authorities "to secure the right to a suitable education appropriate to the child's needs." Both sides agreed that there is such a duty (it is enshrined in the UN Convention on the Rights of the Child), but the Government argued that this Bill was not the place to cite it, and that assigning the duty explicitly to local authorities might in some way detract from the parallel duties of parents, the Secretary of State and governing bodies.
