Climate Change Bill — UK domestic effort — 11 Mar 2008 at 16:53
The majority of Lords voted for a new clause to be added to the Climate Change Bill,[1] which said:[2]
The Secretary of State must ensure that at least 70% of the effort undertaken for compliance with Carbon Budget is achieved by domestic emissions reductions and domestic removal by sinks.
This changes the Bill from targeting the UK net emissions, which includes the credits traded abroad, to requiring a component of actual emissions reduction to happen within the UK.
