Iain Duncan Smith MP, Chingford and Woodford Green did not vote.
The majority of MPs voted in favour of establishing a Joint Committee of MPs and Members of the House of Lords to consider a Draft House of Lords Reform Bill and appoint the proposed MPs to that committee.
