Owen Smith MP, Pontypridd voted to include if an individual is on a barred list maintained by the Independent Safeguarding Authority in relation to work with vulnerable adults or children on an enhanced criminal record certificate.
The majority of MPs voted against including if an applicant is on a barred list maintained by the Independent Safeguarding Authority in relation to work with vulnerable adults or children on an enhanced criminal record certificate.
MPs were considering the Protection of Freedoms Bill. The proposed new clause rejected in this vote was titled Information included on an enhanced criminal records certificate and stated:
- ‘After paragraph (b) of subsection (3) of section 113B of the Police Act 1997 insert—
- “(c) states whether the applicant is on a barred list maintained by the Independent Safeguarding Authority in relation to work with vulnerable adults or children (whichever is appropriate).”
If it had not been rejected the above text would have been added to the definition of a an enhanced criminal record certificate alongside the other requirements of such a certificate which were:
- (a) gives the prescribed details of every relevant matter relating to the applicant which is recorded in central records and any information provided in accordance with subsection (4), or
- (b)states that there is no such matter or information.
Votes by party, red entries are votes against the majority for that party.
