Lord Bichard voted in the minority (Content).

The majority of Lords voted to reject Lord Owen's proposal to have the Health and Social Care Bill scrutinised by a special select committee instead of by the full House of Lords.

The proposal would have delayed the Bill, and would have probably led to large sections of the Bill being re-written. Mark D'Arcy: "Influential peers are gearing up to re-write large sections of it".
