Water Industry (Financial Assistance) Bill — Clause 2 — Risk Managment Framework — Providing Financial Assistance for Water Infrastructure — 14 Mar 2012 at 16:15
Angela Eagle MP, Wallasey voted to require the use of a specified risk management framework when providing financial assistance for the construction of water infrastructure.
The majority of MPs vote against requiring the use of a specified risk management framework when providing financial assistance for the construction of water infrastructure.
MPs were considering the Water Industry (Financial Assistance) Bill[1]. The amendment rejected in this vote was:
- Amendment 4, page 3, line 3, at end insert—
- ‘(5A) Financial assistance may only be given under subsection (1) if the financing of the infrastructure is being secured by a group company which has adopted the equator principles.’.
Had the amendment not been rejected the additional subclause would have been added to clause 2 of the Bill[2] which was titled Financial assistance for major works and would have added a condition to when the Secretary of State may give financial assistance for the construction of water or sewerage infrastructure.
The Equator Principles form a risk management framework, adopted by financial institutions, for determining, assessing and managing environmental and social risk in projects and are primarily intended to provide a minimum standard for due diligence to support responsible risk decision-making. The Principles also include transparency and stakeholder engagement requirements.
