Finance Bill — Clause 4 — Phasing Out of Additional Tax Free Income Tax Allowance for Those Aged 65 or over — 2 Jul 2012 at 22:00

George Osborne MP, Tatton voted against phasing out the additional tax free income tax allowance for those aged 65 or over.

The majority of MPs voted to phase out the additional tax free income tax allowance for those aged 65 or over.

MPs were considering the Finance Bill[1] and voted to reject an amendment which proposed leaving out clause 4[2].

Clause 4[2] changes the basis of eligibility for income tax personal allowances from age to date of birth; the effecting being to start the phasing out of the age related additions to the personal allowance for those aged 65 or older.

The chancellor, George Osborne MP explained the change during his March 2012 budget speech[3]:

  • So over time we will simplify the tax system for pensioners by doing away with the complexity of the additional age-related allowances for anyone reaching the age of 65 on or after 6 April 2013, and I will freeze the cash value of the allowance for existing pensioners until it aligns with the personal allowance. This will protect the existing level of allowance pensioners have while introducing a new single personal allowance for all.
