The levy and safety net system effectively guarantees every authority will receive at least 92.5% of its baseline funding level each year under the rates retention scheme, with shortfalls funded by a levy.
The system is required as some authorities can collect significantly less in non-domestic rates than in previous years as a result of physical changes and rating appeals being settled.
