Children and Families Bill — New Clause 6 — Staff to Child Ratios for Ofsted-Registered Childminding Establishments — 11 Jun 2013 at 18:00

Anne Milton MP, Guildford voted with the majority (Teller for the Noes).

The majority of MPs voted against a proposal to generally permit each registered childminder to care for more children at a time and introduce a new maximum ratios of children to childminders applying to Ofsted registered childminding establishments.

The motion rejected in this vote was:

  • That the clause be added to the Bill.

The clause in question was proposed New Clause 6[2] which sought to require Ofsted-registered childminding establishments to have a minimum ratio of staff to children of one to six; with a maximum of three being "young", and a maximum of one being under the a year old.

The rejected new clause defined a child as a “young child” up until 1 September following his or her fifth birthday.

The clause included additional criteria affecting the permitted ratios, including relating to care of the childminders' own children, the role of childminders' assistants and the use of monitoring equipment.

The new proposals were not directly comparable with those operating at the time of the vote[3] but they would generally have enabled childminding staff to look after more children.
