Harriet Harman MP, Camberwell and Peckham did not vote.
The majority of MPs voted for the introduction of a mandatory licensing condition banning the sale of alcohol below a minimum price.
The minimum price is set according to the following formula:
Minimum Price = Amount of Duty + (Amount of Duty X Rate of VAT)
The motion approved in this vote was:
- That this draft Licensing Act 2003 (Mandatory Conditions) Order 2014, which was laid before this House on 9 April, be approved.
The order becomes effective 14 days after the day on which it is made.
The ban applies to all licensed premises in England and Wales, pubs, clubs, and shops.
The 2010 coalition agreement stated[1]:
- We will ban the sale of alcohol below cost price.
This new measure goes quite a long way towards fulfilling that commitment in a practical manner.
