George Osborne MP, Tatton did not vote.
The majority of MPs voted against requiring a Zero-Carbon Housing Strategy to be put before Parliament before repealing both laws allowing local councils to demand high levels of energy efficiency in new developments and laws intended to promote micro-generation and renewable energy.
MPs were considering the Deregulation Bill. The amendment rejected in this vote was:
- Amendment 2, page 24, line 42, at end insert—
- ‘(2) This section and section 31 shall not come into force until the Secretary of State has laid a Zero-Carbon Housing Strategy before both Houses of Parliament.”
Had the amendment not been rejected the above text would have been added to Clause 35 of the Bill which was titled Reduction of duties relating to energy and climate change and is concerned with the promotion of electricity using microgeneration technologies and the use of heat produced from renewable sources.
The Section 31 in question, titled Amendment of Planning and Energy Act 2008 sought to make Section 1(1)(c) of the Planning and Energy Act 2008 no longer apply to domestic properties. The clause permitted local development plans to set requirements for developments in their area to comply with energy efficiency standards that exceed the energy requirements of building regulations.
