The majority of MPs voted against allowing Welsh Ministers to set their own capital expenditure priorities.
MPs were considering the Wales Bill. The amendment rejected in this vote was:
- Amendment 8, page 22, line 8, at end insert—
- ‘(1B) Welsh Ministers may set their own capital expenditure priorities.”
The following explanation of the intent of the amendment was provided:
- This amendment would ensure that a future Welsh Government can utilise the borrowing capacity in order to invest in infrastructure projects that it deems a priority, and not be constricted or forced to invest in a project that the Treasury deems a priority.
Had it not been rejected the amendment would have added the above text to Clause 19 of the Bill, titled Borrowing by the Welsh Ministers.
