Wales Bill — Clause 19 — Welsh Ministers to Set Own Capital Expenditure Priorities — 24 Jun 2014 at 17:00

Pete Wishart MP, Perth and North Perthshire voted in the minority (Teller for the Ayes).

The majority of MPs voted against allowing Welsh Ministers to set their own capital expenditure priorities.

MPs were considering the Wales Bill[1]. The amendment rejected in this vote was:

  • Amendment 8, page 22, line 8, at end insert—
  • ‘(1B) Welsh Ministers may set their own capital expenditure priorities.”

The following explanation of the intent of the amendment was provided:

  • This amendment would ensure that a future Welsh Government can utilise the borrowing capacity in order to invest in infrastructure projects that it deems a priority, and not be constricted or forced to invest in a project that the Treasury deems a priority.

Had it not been rejected the amendment would have added the above text to Clause 19 of the Bill[2], titled Borrowing by the Welsh Ministers.
