Gavin Williamson MP, South Staffordshire voted to reduce the size of the Gangmasters Licensing Authority's board and to have the board all appointed by the Secretary of State rather than by various interested organisations and Government departments.
The majority of MPs voted to reform the Gangmasters Licensing Authority, and in particular for the authority's board to comprise up to nine members all appointed by the Secretary of State.
Prior to the regulations taking effect the Gangmasters Licensing Authority's Board comprised nineteen representative members of various interested organisations and nine members appointed by various government bodies.
The explanatory notes to the regulations[1] state:
- Board members will be recruited through open competition rather than by nomination from a panel of named bodies. It will allow for the continuation of the level of engagement afforded by the previous representative Board by introducing an enhanced role for stakeholder advisory groups.

- That the draft Gangmasters (Licensing Authority) Regulations 2014, which were laid before this House on 9 June, be approved.
