House of Lords (Expulsion and Suspension) Bill — New Clause 3 — Code of Conduct to Be Referenced in Motions to Suspend or Expel Members — 27 Feb 2015 at 13:15

Lindsay Hoyle MP, Chorley did not vote.

The majority of MPs taking part voted not to allow the House of Lords to adopt a code of conduct which, if in-place, would have to be referenced in resolutions to expel or suspend a member.

MPs were considering the House of Lords (Expulsion and Suspension) Bill[1].

The rejected new clause, titled Code of Conduct stated:

  • (1) Standing Orders of the House of Lords may provide for the adoption of a code of conduct.
  • (2) A resolution passed by virtue of section 1(4) must include a reference to the relevant provision of any code of conduct which the House of Lords may have adopted and which has not been superseded by a subsequent decision of the House.”

An explanation of the intent of this proposed new clause was provided:

This Clause allows the House of Lords to adopt a code of conduct and also requires the application of penalties under this Bill to be linked to that code, if there is one.
