Guy Opperman MP, Hexham voted with the majority (Teller for the Ayes).

The majority of MPs voted to allow the relevant Secretary of State to make the creation of a combined authority conditional on the authority having an elected mayor.

Combined authorities are groups of local councils which, in relation to certain areas of their activities, pool responsibilities and receive additional powers devolved from central government.

MPs were considering the Cities and Local Government Devolution Bill[1]

The amendment accepted by the majority of MPs in this vote was:

  • Amendment 4, in page 2, line 18, leave out subsection (2)

An explanatory statement accompanying the accepted amendment stated:

  • This amendment removes the prohibition against an order providing for there to be a mayor for the area of a combined authority as a condition for agreeing to transfer the functions of local authorities or other public bodies to that combined authority.
