Kerry McCarthy MP, Bristol East voted to require consultation of parents before converting a school to an academy.

The majority of MPs voted against requiring the consultation of parents before converting a school to an academy, opting to require just communication instead.

MPs were considering the Education and Adoption Bill[1].

The motion rejected in this vote was:

  • That the amendment be made.

The amendment in question was:

  • Amendment (a) proposed to Lords amendment 7.

Lords amendment 7[2] sought to introduce a new clause which would have itself added a new clause to the Academies Act 2010 both new clauses were titled Duty to communicate information about plans to improve school. The operative subsection (1) of the proposed new clause stated:

  • Before a maintained school in England which is causing concern is converted into an Academy, the proposed proprietor of the Academy must communicate to the registered parents of registered pupils at the school information about the proposed proprietor’s plans to improve the school

The rejected amendment (a) was[3]:

  • Page 2, line 3, leave out “communicate information” and insert “consult”

An explanatory statement accompanied the rejected amendment (a) was provided:

  • This amendment and amendments (b) to (d) would replace the requirement on the proposed proprietor of an Academy to communicate information to registered parents with a requirement to consult all parents.
