MPs were considering Budget Resolution 8 - Travel Expenses of Workers Providing Services Through Intermediaries.

The majority of MPs voted to add a number of new clauses to the Chapter 2 of Part 5 of the Income Tax (Earnings and Pensions) Act 2003 titled Deductions for Employee's Expenses.

The intent of the new clauses was given in the budget document as[1]

  • to restrict tax relief for home to work travel and subsistence expenses for workers engaged through an employment intermediary. This will bring the rules into line with those that apply to employees.

The most common employment intermediaries are employment agencies[2].

The clauses approved in this vote include provision for recovery of related associated debt from an officer or director of a company[3].
