Climate Change Bill — Statement of emissions, mode or purpose — 4 Mar 2008 at 18:03
The majority of Lords voted to change the categories in which the Annual statement of UK emissions from aviation, and international shipping to passenger travel, and imports or exports of goods.
This changes the basis of analysis from the mode of transport (air or sea) to purpose of transport (people or freight).
