Rehman Chishti MP, Gillingham and Rainham voted against requiring any distribution of surplus money amassed via the business rate levy be made on the basis of need in the relevant local authority area.

The amendment rejected in this vote was:
- Amendment 33, page 25, line 34, at end insert
- ‘Any such distribution must be made on the basis of the level of need in any local authority receiving a payment as defined in Schedule 1.’.
The section the amendment would have added the text to is titled Distribution of remaining balance and relates the distribution of any surplus collected via the system of levies intended to fund safety net payments to dampen year to year fluctuations in local councils' business rate income.
