Small Charitable Donations Bill — New Clause 1 — Annual Report on Gift Aid Small Donations Scheme — 26 Nov 2012 at 19:30
Desmond Swayne MP, New Forest West voted against requiring an annual report on operation of the the Gift Aid Small Donations Scheme which enables certain small cash donations to be treated as if they came with a Gift Aid declaration.
The majority of MPs voted against requiring an annual report on operation of the the Gift Aid Small Donations Scheme.
The purpose of the scheme is to enable charities and Community Amateur Sports Clubs to claim a Gift Aid-style payment on small cash donations up to £20 where it is often difficult to obtain a Gift Aid declaration.
MPs were considering the Small Charitable Donations Bill[1]. The proposed new clause[2] rejected in this vote included the following provision:
- The Treasury must, within 24 months of the Act coming into force and annually thereafter, prepare a report on the Gift Aid Small Donations Scheme (GASDS) and lay it before the House of Commons.
The rejected clause went on to state the report must include the number of charities in each country of the United Kingdom benefiting from the GASDS and along with a breakdown showing how many were registered charities and how many were exempt from registration.
A further provision in the rejected clause required the total expenditure on the GASDS and the the level of identified fraudulent claims in the GASDS to be included in the report.
