1: Clause 1, page 1, line 18, at end insert-“( ) Within six months of this Act being passed, the Secretary of State must lay before Parliament the Government’s plans for a Bill providing for the construction of a high-speed railway from the West Midlands directly to Sheffield and Leeds.”
