The majority of MPs voted to enable both the income level above which income-tax is charged, and the threshold for paying income tax at the higher rate to be kept at the levels set for 2021-2022 rather than allowing them to increase with inflation.
The motion supported by a majority of MPs in this vote was:
- That (notwithstanding anything to the contrary in the practice of the House relating to the matters that may be included in Finance Bills) provision may be made taking effect in a future year for each of the following amounts to remain at the amount specified for the tax year 2021-22—
- (a) the amount specified in section 10(5) of the Income Tax Act 2007 (basic rate limit), and
- (b) the amount specified in section 35(1) of that Act (personal allowance).
Under sections 21 and 57 of the Income Tax Act 2007 these thresholds were to be increased in-line with the consumer prices index published by the Statistics Board (known as the UK Statistics Authority)
