Domestic Abuse Bill — Effective Protection and Support for all Victims of Domestic Abuse — 15 Apr 2021 at 15:45
The majority of MPs voted against requiring the Government to provide all victims of domestic abuse with effective support and protection.

The motion supported by a majority of MPs in this vote was:
- That this House disagrees with Lords amendment 43
Lords amendment 43[3] stated:
- Insert the following new Clause—
- “Effective protection and support for all victims of domestic abuse
- (1) The Secretary of State must take steps to ensure that all victims of domestic abuse, irrespective of their status, receive—
- (a) equally effective protection against domestic abuse, and
- (b) equally effective support.
- (2) In this section—
- “status” includes a status for the purpose of Article 4(3) of the Council of Europe Convention on preventing and combating violence against women and domestic violence and any combined forms of such status;
- “victims of domestic abuse” includes persons who are reasonably believed to be at risk of domestic abuse.”
The explanatory notes to the Lords amendments[4] stated:
- "Lords Amendment 43 would require the Secretary of State to take steps to ensure that all victims of domestic abuse receive equally effective support and protection against domestic of abuse, regardless of their status, which includes a status for the purposes of Article 4(3) of the Council of Europe Convention on preventing and combating violence against women and domestic violence ("the Istanbul Convention")."
