The majority of MPs voted against giving ministers powers to regulate the packaging and labelling of electronic cigarettes and other novel nicotine products including by requiring health warnings and prohibition of branding elements attractive to children.

The proposed new clause rejected in this vote was titled: Packaging and labelling of nicotine products and stated:
- “The Secretary of State may by regulations make provision about the retail packaging and labelling of electronic cigarettes and other novel nicotine products including requirements for health warnings and prohibition of branding elements attractive to children.”
The rejected new clause was accompanied by the following explanatory statement from its proposer:
- This new clause would give powers to the Secretary of State to prohibit branding on e-cigarette packaging which is appealing to children.
