The majority of MPs voted not to create a new offence of arranging or facilitating a person's travel to the United Kingdom with a view to that person being sexually exploited in the United Kingdom.

The proposed new clause rejected by the majority of MPs in this vote was titled: Offence of human trafficking for sexual exploitation and began:
- (1) A person commits an offence if the person arranges or facilitates the travel of another person (“V”) to the United Kingdom with a view to V being sexually exploited in the United Kingdom.
- (2) It is irrelevant whether V consents to the travel (whether V is an adult or a child).
