In future when Private Bills are deposited, promoters will be asked--

to undertake a full assessment.

A Minister will then make a statement. The promoters will be asked to make a statement; there seems to be no legal duty--unless the Minister wants to intervene on that point. Private Bills will continue to fall outside the procedure.
