rose to move, as an amendment to the Motion, at end to insert "but this House regrets that the arrangements proposed for seven councils will not provide sufficient local identity, engagement, accountability for decisions or accessibility of the public to political representatives, as expressed by the majority of parties in Northern Ireland and the Northern Ireland Local Government Association".
