Climate Change Bill — Statement of emissions, delete aviation — 4 Mar 2008 at 17:06
The majority of Lords voted against changing the requirement from the Annual statement of UK emissions[1] to declare aviation, and international shipping to omit "aviation".[2]
This changes the basis of analysis from the mode of transport (air or sea) to purpose of transport (people or freight).
This applies to subsection (5), which is about only those emissions of greenhouse gasses required by international carbon reporting practice, but not already declared in the main report.
Interpretation of intent from this division is difficult, since had it been passed it would not have been possible to vote on the next amendment.[3]
