- That the draft Important Public Services (Fire) Regulations 2017, which were laid before this House on 5 December 2016, be approved.
The regulations defined key workers in the fire and rescue services as providers of "important public services" in relation to which there is a requirement for the support of 40% of those entitled to vote in a ballot for industrial action for such action to be lawful.
The provision allowing regulations defining "important public services" which are subject to the 40% threshold was introduced by section 3 of the Trade Union Act 2016 which amends section 226 of the Trade Union and Labour Relations (Consolidation) Act 1992.
