Ian Gibson MP, Norwich North voted against the introduction of variable university tuition fees (top-up fees) of up to £3,000 per year in place of the previous fixed fee of £1,250 per year.

The defeated amendment, No. 128, was introduced by Dr Ian Gibson MP who said of the amendment[1]:
