This division was on the Loyal Address in response to the Queen's Speech. The Loyal Address thanks the Queen for making the speech to both Houses, and is in the following terms:

That an humble Address be presented to Her Majesty, as follows:
Most Gracious Sovereign,
We, Your Majesty's most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Northern Ireland in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which Your Majesty has addressed to both Houses of Parliament.

Those voting Aye were approving the sending of this humble Address to the Queen, and therefore implicitly the contents of the Queen's Speech which were actually written by the Government.
