While the clock is ticking, I advise members that we have gone past the time that is allowed, so I exercise my discretion under rule 9.8.4A(a) to extend the time for the consideration of amendments. That will impact on the time that is available for the stage 3 debate. I might need to take one or two members out of that debate or impose very tight speaking times.
