Terrorism Bill — Clause 17 — Commission of offences abroad — 3 Nov 2005 at 16:45

Those voting Aye wished to add an extra condition to subsection (1) of Clause 17 of the Terrorism Bill.

Clause 17(1) says:

If a person does anything outside the United Kingdom... [that] if done in a part of the United Kingdom, would constitute a [terrorist] offence [listed in] subsection (2), he shall be guilty in that part of the United Kingdom of the offence.

And the change was to insert the extra provision that:

... the action involves harm or the threat of harm to a national of the United Kingdom.
