Climate Change Bill — Statement of emissions, mode or purpose — 4 Mar 2008 at 18:03
The majority of Lords voted to change the categories in which the Annual statement of UK emissions[1] from aviation, and international shipping to passenger travel, and imports or exports of goods.[2]
This changes the basis of analysis from the mode of transport (air or sea) to purpose of transport (people or freight).
