This was a division of a committee of the whole house.

The majority of MPs agreed to amend the bill adding a subsection to clause 5 requiring the Independent Parliamentary Standards Authority (IPSA) to prepare a code to be observed by members of the House of Commons. Subsection 5(1) of already required IPSA to prepare "rules". Subsections (7), (8) and (10) specified the content of the both original "rules", and the "code" which this amendment replaced the rules with.
