Postal Services Bill — Third Reading — Privatisation of Royal Mail — 12 Jan 2011 at 19:00

The majority of MPs voted in favour of the Postal Services Bill at its third reading; approving the Bill as it stood and enabling it to continue on its path to becoming law.

Key provisions of the Bill[1]:

  • Restructuring of Royal Mail, including the introduction of private sector capital and expertise from the sale of up to 90% of Royal Mail, an employee share scheme and provisions for Post Office Ltd to continue to be owned by the Crown or a mutual ownership structure
  • Transferring the historic liabilities of the Royal Mail’s pension scheme to the Government.
  • Transferring regulatory arrangements for postal services from Postcomm to Ofcom
  • Provides for “special administrative regime” should the universal postal service be at risk from the provider entering insolvency proceedings
