Finance Bill — Clause 4 — Phasing Out of Additional Tax Free Income Tax Allowance for Those Aged 65 or over — 19 Apr 2012 at 16:38

The majority of MPs voted in favour of phasing out the additional tax free income tax allowance for those aged 65 or over and introducing a single personal allowance for all.

MPs voted on if Clause 4[1] of the Finance Bill ought "stand part" of the Bill.

Clause 4 began the phasing out process.

The chancellor, George Osborne MP explained the change during his March 2012 budget speech[2]:

  • So over time we will simplify the tax system for pensioners by doing away with the complexity of the additional age-related allowances for anyone reaching the age of 65 on or after 6 April 2013, and I will freeze the cash value of the allowance for existing pensioners until it aligns with the personal allowance. This will protect the existing level of allowance pensioners have while introducing a new single personal allowance for all.
