The majority of MPs voted to place a duty on electoral registration officers to secure that, so far as is reasonably practicable, persons who are entitled to be registered in a register (and no others) are registered in it.
This vote was on if the "so far as is reasonably practicable" element ought be removed.

Had it not been rejected this amendment would have affected Schedule 4 of the Bill[2], the specific subsection affected related to a provision to amend Section 9A of the Representation of the People Act 1983 titled Registration officers: duty to take necessary steps, and which set out some of the included steps.
- At the end of subsection (1) insert “and for the purpose of securing that, so far as is reasonably practicable, persons who are entitled to be registered in a register (and no others) are registered in it”.
Subsection (1) stated:
- Each registration officer must take all steps that are necessary for the purpose of complying with his duty to maintain the registers under section 9 above.
