The majority of MPs voted for a levy and safety net system to dampen the impact of year to year volatility in business rate income for local councils.
The levy and safety net system effectively guarantees every authority will receive at least 92.5% of its baseline funding level each year under the rates retention scheme, with shortfalls funded by a levy.
The system is required as some authorities can collect significantly less in non-domestic rates than in previous years as a result of physical changes and rating appeals being settled.
The motion approved by the majority of MPs was:
- That the draft Non-Domestic Rating (Levy and Safety Net) Regulations 2013, which were laid before this House on 14 February, be approved.
