Dominic Grieve MP, Beaconsfield did not vote.
The majority of MPs voted against requiring certain water companies to annually provide information on their performance, investment, structure and dividends to the Secretary of State. The water companies which would have been affected are those appointed as a "water undertaker" under the Water Industry Act 1991.
MPs were considering the Water Bill[1]. The proposed new clause rejected in this vote was:
- ‘(1) Section 202 of the Water Industry Act 1991 (duties to undertakers to furnish the Secretary of State with information) is amended as follows.
- (2) After subsection (1A) there is inserted—
- “(1B) Any company with a duty under subsections (1) and (1A) must furnish the Secretary of State and the Authority with an annual review which provides information about—
- (a) their performance;
- (b) the total amount of investment;
- (c) their taxation structure;
- (d) their corporate structure; and
- (e) the total amount of dividends paid to shareholders.
- (1C) Information under subsection (1B) must be provided prior to the publication of the annual statement of the Secretary of State under section 2A.”.’
The term ‘water undertaker’ means a company appointed under the Water Industry Act 1991 to provide water services to a defined geographical area; the act includes the provision, in section 6, that "A company shall not be appointed to be a relevant undertaker if it is a licensed water supplier". A water undertaker can act as a wholesaler to a licenced water supplier operating within its area.[2]
