The majority of MPs voted for regulation of the ownership of top professional football clubs and to ensure supporter owned clubs can football competitions.

MPs were considering the Football Governance Bill^[1].

The Bill requires:

• Transparency in relation to the ownership of clubs playing in the top eight levels of English professional and semi-professional football.
• Club owners to pass a "fit and proper" person test.
• Organisers of competitions in the top eight levels of English professional and semi-professional football not to prevent community benefit societies and member owned and controlled community interest companies operating a football club.
• All creditors of a football club to be compensated equally should the club go into administration

The motion supported by the majority of MPs taking part in the vote was:

• That the Bill be now read a Second time.

Following the vote the Deputy Speaker declared that the question was not decided because fewer than 40 Members had taken part in the Division, and the business under consideration stood over until the next sitting of the House.

The Bill was however not mentioned, nor on the agenda, at the next sitting of the house.

The 2010 Conservative - Liberal Democrat coalition agreement^[2] stated:

• We will encourage the reform of football governance rules to support the co-operative ownership of football clubs by supporters.
