Scotland Bill — New Clause 35 — Consent of the Scottish Parliament to certain Westminster Acts — 9 Nov 2015 at 19:52

The majority of MPs voted against requiring the UK Parliament to have the consent of the Scottish Parliament before making laws applying to Scotland on devolved matters.

MPs were considering the Scotland Bill[1].

The full text of the proposed new clause, titled Consent of the Scottish Parliament to certain Westminster Acts which was rejected in this vote can be found in the Official Record[2].

An explanatory statement accompanying the rejected amendment set out its intended effect:

  • This new clause would ensure that the UK Parliament can only legislate in devolved areas with the consent of the Scottish Parliament. It puts the Sewel Convention onto a statutory footing, as agreed by the Smith Commission.
