The majority of MPs voted to phase out secure tenancies for life.

MPs were considering the Housing and Planning Bill[1]

The amendment rejected in this vote was:

  • Amendment 142, line 20, leave out clause 89.

An explanatory statement accompanying the rejected amendment stated[2]:

  • This amendment, together with amendment 143, would enable councils to be free to manage flexibly tenancies in a way that drives best value from stock whilst supporting strong local communities

Clause 89 of the Bill[3] was titled Secure tenancies etc: phasing out of tenancies for life and stated:

  • Schedule 4 changes the law about secure tenancies, introductory tenancies and demoted tenancies to phase out tenancies for life.

Schedule 4 contains provisions to make new English secure tenancies between 2 and 5 years in general.
