Policing and Crime Bill — Clause 35 — Police Civilian Volunteers — Authorisation to Carry CS and PAVA Incapacitant Spray — 26 Apr 2016 at 19:00
The majority of MPs voted in favour of allowing Police Community Support Volunteers and Policing Support Volunteers to carry PAVA and CS incapacitant spray.
MPs were considering the Policing and Crime Bill[1].
The amendment rejected in this vote was:
- Amendment 13, page 59, line 1, leave out subsection (9B)
This amendment was accompanied by an explanatory statement saying:
- This amendment removes the provision for volunteer PCSOs to be issued with CS spray and PAVA spray.
The rejected amendment sought to impact Clause 35 of the Bill[2] titled Powers of police civilian staff and police volunteers which sought to restrict police civilians from using weapons regulated under the Firearms Act 1968, except CS and PAVA spray.
The Bill would have taken effect by amending Section 38 in Chapter 1 of Part 4 of the Police Reform Act 2002 titled Police powers for police authority employees.
Police Community Support Officers and Police Support Officers were already considered by Chief Officers[3] to be permitted to carry PAVA and CS as a result of Section 54 of the Firearms Act 1968.
