Alec Shelbrooke MP, Elmet and Rothwell voted not to explicitly set-out that those in "vulnerable circumstances", whom a new Financial Guidance body is to be set an objective of assisting, include those suffering long-term sickness or disability, carers, those on low incomes and benefit recipients, and not to explicitly require the new body to allocate resources in such a way as to allow specially trained advisers and guidance to be made available to them.
The majority of MPs voted not to explicitly set-out that those in "vulnerable circumstances", whom a new Financial Guidance body is to be set an objective of assisting, include those suffering long-term sickness or disability, carers, those on low incomes and benefit recipients, and not to explicitly require the new body to allocate resources in such a way as to allow specially trained advisers and guidance to be made available to them.

The amendment rejected in this vote was:
- Amendment 39, page 2, line 23, leave out from “accordingly” to the end of line 24 and insert—
- “(da) to ensure the needs of people in vulnerable circumstances, including but not exclusively—
- (i) those who suffer long-term sickness or disability,
- (ii) carers,
- (iii) those on low incomes, and
- (iv) recipients of benefits,
- are met and that resources are allocated in such a way as to allow specially trained advisers and guidance to be made available to them,”.
Had it not been rejected this amendment would have impacted Clause 2 of the Bill which set the objectives of the new Finance Guidance body, adding the listed elements. Prior to the vote the affected subclause, (d), stated:
- (d) to ensure that information, guidance and advice is available to those most in need of it (and to allocate its resources accordingly), bearing in mind in particular the needs of people in vulnerable circumstances, and
The rejected amendment was accompanied by the following explanatory statement:
- This amendment would require that specially trained advisers and guidance are made available to people in vulnerable circumstances and would provide an indicative list of what vulnerable circumstances should include.
